법무부 “대통령 ‘거부권’ 부정적인 어감…‘재의요구권’ 있을 뿐”

법무부는 더불어민주당이 윤석열 대통령의 재의요구권(거부권) 행사로 21대 국회에서 폐기됐던 법안들을 재추진 중인 것과 관련해 “거부권이라는 용어는 없다”고 밝혔다.
법무부는 28일 기자들에게 보낸 대변인실 명의의 공지에서 “언론 기사에서 대통령의 ‘거부권’과 ‘재의요구권’이라는 용어가 혼재돼 사용되고 있다”며 “대한민국 헌법에는 대통령의 법률안에 대한 ‘거부권’이라는 용어는 없고 ‘재의요구권’만 있을 뿐”이라고 했다.
법무부는 “‘거부권’이라는 용어가 헌법이 규정하고 있는 적법한 입법 절차인 ‘재의요구권’에 대해 자칫 부정적인 어감을 더할 수 있는 측면이 있어 말씀드린다”고 덧붙였다.
한편 헌법 제53조 2항에 따르면 법률안에 이의가 있을 때 대통령은 이의서를 붙여 국회로 환부하고 그 재의를 요구할 수 있다.
